Earmarks are responsible for the gangstalking pandemic in America, and throughout the world. Malicious and mischievous inserts into congressional budgets, national security protocols, and other federal state, and local legislative matters are the reason that "designated community protectors" or other law-enforcer and semi-law-enforcer [ plain clothes or not ] deputized USA citizens have found a way to infiltrate the American societal mechanism in a way that causes people to follow verbal, written, gestural, vehicular, and other cues which have no cause other than to mobilize throngs of ignorant people, many of whom have surly or violent dispositions, towards a targeted person, with the intention of instigating an altercation or other problem.
